Silverlight Spy is a free utility from First Floor Software that installs locally.
Just point Silverlight Spy to the web page with a Silverlight control and it creates a tree based on the control's XAML. When an item is selected, SilverlightSpy highlights it and lets you modify the properties in real time, as well as see the XAML code behind the control.
Think of it as Reflector for Silverlight.
